Rulesets and realmless design

There is no server list in Forever. The only decisions a character makes at creation that cannot be undone are its ruleset and its faction, and both are hard walls: you cannot group, trade, or mail across either one. That makes the ruleset choice the single most important thing the guild agrees on before name reservation opens on 2026-10-27. This page is what each ruleset means, what crosses the walls and what does not, and how layering fills in for realms. verified

Blizzard’s Deep Dive framing: each ruleset “functions as a large ecosystem.” The point is to never have a dead realm, never have a realm-choice mistake, and never need connected realms or free transfers to rebalance. The trade-off is that a queue is a queue for the entire ruleset in your region, and the beta’s 2026-09-17 launch showed what that looks like (long queues, disconnects, emergency restarts, then a candid post-mortem from Senior Game Producer Tom Ellis). Vanilla “PvE realm” rules: you are only attackable in the open world if you flagged yourself or attacked a flagged player, plus contested capital and battleground rules. vanilla baseline for the flag mechanics; Blizzard’s recap says only “mutual consent.”

Contested zones (roughly everything from level 20 onward outside your faction’s home territory) make you attackable by the other faction at all times. Blizzard’s recap also promises “faction balance systems for PvP similar to Season of Discovery.” In SoD that meant one faction per account on PvP realms. TweakTown, reporting the panel, says exactly that: once you create an Alliance character on PvP you cannot create Horde there, and vice versa. That lock is not in Blizzard’s written recap. Normal rules, an RP community, and stricter naming and behavior expectations. Whether names are enforced more strictly by policy (as on retail RP realms) or only by community norm is not spelled out. Two-part names apply everywhere; see Names. verified

  • One life per character. verified
  • Death transfer: a dead Hardcore character can transfer to Normal, PvP, or RP and keep playing, a first for WoW. Whether the transfer is free or mandatory is unpublished. verified feature verified as open
  • Legacy: non-Hardcore challenges do not count in Hardcore; Hardcore completions count everywhere; 12 Hardcore-only challenges will be added; PvP challenges are unavailable. See Legacy. verified

Not announced. Engineer Nora Mills in the 2026-09-17 Q&A: “It’s a lot like current WoW where basically without a character transfer, you’re not just going to be able to flip flop.” wowsod.pro reads that as implying a paid transfer service. Nothing has been announced. The only confirmed transfer is the Hardcore death transfer. unverified quote

Practical reading for the guild: assume a character is stuck on its ruleset forever. If half the guild rolls PvP and half rolls Normal, they will never play together on those characters.

Blizzard’s written recaps say almost nothing about layering beyond “each ruleset functions as a large ecosystem.” What is known:

  • Players are placed on a layer at login. Two things move you: grouping (you join your party’s layer) and guild membership (you are placed with guildmates without grouping). Chat channels span layers. unverified, outof.games citing the panel
  • Beta reality: layers auto-switch based on population with a “will refresh in 5 minutes” prompt. Players report quest mobs vanishing mid-fight and people disappearing from conversations when a layer shifts. The friend-invite button was greyed out on a fresh character but /invite name worked. verified player reports, no blue reply
  • No layer count, capacity, or scheme has been published. verified as absent
  • Shared mob tagging is not being added; contested mobs stay contested on purpose. unverified
  • A Preferred Online Language setting filters who you are grouped with; changing it has a 1-day cooldown. verified setting unverified cooldown
  • Regions (Americas, Europe, Korea, and others) remain separate. Names are unique per region. verified
  1. The walls are absolute. No cross-ruleset grouping, no cross-faction grouping, no announced transfer between live rulesets. A wrong pick means a re-roll.
  2. Name reservation opens 2026-10-27 and includes full character creation, so ruleset and faction get locked a week before launch. See Names.
  3. Legacy Points and collections flow between Normal, PvP, and RP, so an alt on a second ruleset is not wasted, but it is a different social world.
  4. PvP adds a probable one-faction lock on top of the ruleset wall. A PvP guild cannot have members “trying the other side” on the same account.
  5. Hardcore is not available at launch and is walled anyway. A guild that wants Hardcore later starts a second roster there.

  • Layering scheme, layer capacity, and whether the guild-layer rule works at launch scale.
  • Launch-day queue mitigation.
  • Whether RP naming rules are enforced by policy or only by community norm.
  • Guild charter requirements and whether a guild bank exists.
