Transmog and mounts

Forever has transmog, but not retail’s version. It is optional per player, locked by armor type, and designed so that a raid epic still looks like a raid epic on the person who earned it. Mounts changed too: the gold moved from the mount to the riding skill, and the price is not published. Both matter for loot rules and gold planning.

Transmog: how it works in Forever

Optional per player	A transmogrifier NPC in certain cities lets you set outfits or disable the system entirely. Disabled means you see everyone in their real gear.
Classic Mode vs Enhanced	Classic Mode at first login disables transmog automatically (also older models, minimal UI). Enhanced mode enables it. Helm and cloak hiding works regardless.
Collections	Account-wide.
Armor type locked	Plate to plate, cloth to cloth. You can save multiple appearances per slot across armor types so an upgrade of a different type keeps your look.
Level gating	Restricted while leveling; all restrictions lift at 60.
Dungeon uncommon and rare BoP drops	Appearance granted to all eligible looters when looted. Nobody needs to roll on a blue for looks.
Epic raid items	Appearance only to the player who receives and binds it. Prestige preserved.
PvP appearances	Require the rank.

What this means for loot

“For transmog” is never a valid Need reason on epics. The appearance is tied to the item going to the person who binds it, so a transmog need competes directly with a real upgrade. See Loot rules and Loot systems.
On dungeon greens and blues it is moot: everyone eligible in the group gets the look when it drops, whoever loots it. There is no reason to roll on a blue you cannot use.
Tier set appearances in HD and SD models are datamined. datamined Whoever wears the tier owns the look.

What this means for the person who hates transmog

Nothing. Turn it off at the NPC, or start in Classic Mode, and you see the real gear on everyone. This is the one Forever system that both camps can ignore or use without affecting anyone else.
